Preheat the oven to 300°F & grease an 8x8 dish with non-stick spray or butter.
In a large mixing bowl, add the eggs & beat until light & fluffy.
In a separate bowl, whisk together the melted butter & both sugars. Add the butter/sugar mix to the eggs & stir. Then, add in the rest of the ingredients (minus the chocolate chips).
Mix until the batter is combined (without OVER-mixing).
Fold in the chocolate chips & pour the batter into the pan. Top with a few jimmy sprinkles.
Bake for 40 to 50 minutes, using the toothpick test to check when they're done.
Remove them from the oven & place on a hot pad to cool. Immediately top with more sprinkles, pressing them into the brownie tops to stick, & let fully cool before slicing.
